Ponta Delgada (São Miguel), Angra do Heroísmo (Terceira) and Horta (Faial) generally offer the widest services, healthcare and transport links, and the Azores are considered very safe overall. Smaller municipalities are quieter but have fewer services. Choose based on your need for hospitals, schools and flights, and visit before deciding.
